Workers face new tax to fund social care
Health officials draw up plans for 1.8pc levy on earnings to pay for Burnham’s reforms


A new tax on income to fund social care is among the plans drawn up by officials for Andy Burnham to consider in his first weeks in office.

Civil servants have developed proposals that would require workers to make mandatory contributions to a new privately managed fund to pay for their care in later life.

The plans, drawn up by officials in the Department for Health and Social Care (DHSC), could fund a new care system costing £18bn a year.

The Telegraph understands that civil servants drew up several new funding models for social care last month, after the Prime Minister said he would make the issue a top priority in Downing Street.

Mr Burnham has said he will use “whatever political capital I have” to fix the social care system in England, and start a “conversation with the public” about how to pay for it.
