 Remove the bottlenecks on the WCML, build the WCML Stafford bypass, make it 4 track from Winsford to Weaver junction and make all trains run at 140mh. The trains can run at 140mph but the did not implement in-cab signalling. That is all that was needed. Upgrading the Chiltern Line put the Birmingham trains back on that line releasing capacity on the WCML.  All is there, without batcaves.
