Rachel Reeves is reported to be considering applying National Insurance (NI) to rental income in the Autumn Budget.
Treasury officials are reported to be considering the option as the Chancellor seeks to fill a black hole of up to £50bn in the public finances.
The idea has also been floated by a think tank previously headed by Torsten Bell, the pensions minister, who is now helping Ms Reeves with her Budget preparations.
Critics claim the move would lead to higher rents by encouraging landlords to sell up.
Labour promised not to raise income tax, National Insurance or VAT in its manifesto at last year’s general election.
