Thousands of homes no longer subject to bats and newts rules
Natural England has held up planning applications because of environmental concerns


Housing developers will no longer need to seek approval for new homes from Natural England, putting an end to the prospect of bats and newts holding up routine planning applications.

Natural England, the environmental quango, had been required to examine more than 22,000 planning applications for new developments annually.

Rachel Reeves, the former chancellor, last year criticised nature rules for prioritising the needs of wildlife such as “bats and newts” over new developments.

She said: “As a country, we’ve cared more about the bats than we have about the commuter times for people in Leeds and West Yorkshire, and we’ve got to change that.”

The body has been criticised for its excessive caution in its consultation responses, holding up planning applications. Some of its rules have resulted in a de facto ban on new residential construction in several areas across England because of worries about water pollution.

Natural England was also criticised after it was consulted on a £100m “bat tunnel”, constructed over the High Speed 2 railway, and for its advice on a £700m underwater sound system – dubbed the “fish disco” – at the Hinkley Point C nuclear power station.

Legislation had required Natural England to reply to all large-scale planning applications, irrespective of whether they were a risk to the environment or not.

The environmental body could answer “no comment” to proposals that it felt did not require its engagement. However, this led to a large number of consultations where planning applications were registered and replied to with a “no comment” response.
