Jake Richards, the sentencing minister, billed the taxpayer for flights worth about £24,000 and accommodation costing £3,000 having visited Missouri and Illinois in July. The minister, whose responsibilities include youth justice reform, said the aim of the trip was to learn from the “globally recognised system” in the US.
