in the South face bills almost three times higher than the North under plans to revamp council tax backed by Andy Burnham.
Average council tax bills currently cost more in the North than the South. A proposal to scrap council tax and replace it with a 1pc annual levy on the value of private land would reverse the disparity.
Adopting a land value tax system would mean Southerners paying £1,650 a year on average, while Northerners would have bills of just £600 a year, a Telegraph analysis has found.
Mr Burnham, the so-called “King of the North” and likely next prime minister, has for years advocated a land tax, suggesting it could be brought in as a replacement for both council tax and stamp duty.
