Not quite…
The earliest documented literary and print occurrences of the name Joe Bloggs as a character or generic reference in British culture appear in 1927: • The Stage Review (July 2, 1927): An early recorded usage as a humorous or fictional placeholder name appears in a review of the stage play Mr. What's His Name at Wyndham’s Theatre, published in The Illustrated Sporting and Dramatic News (London). • Yorkshire Short Stories (August 27, 1927): The name "Joe Bloggs" was used for a local character in "Buying a Greyhound," a short story written by "The Outcast" and published in the Shipley Times and Express in Yorkshire.
