Unconditional Surrender

Three months ago, President Donald Trump announced that conflict with Iran could only end with “unconditional surrender.” Few thought that it would be the US, not Iran, waving a white flag, but that appears to have happened.

The full terms of the memorandum of understanding agreed under the auspices of Pakistan have not been revealed yet, and there are many points of detail that could matter. But the direction of travel is clear. Jean Ergas of Tigress Financial Partners chose to begin every item in his Monday morning macro snapshot with the same words:

Iran! — Peace to end all peace! Iran regime wins!

As Ergas points out, Iran forced the US to negotiate (a victory in itself), refused to move to net-zero nuclear fuel, won an agreement for the gradual release of blocked funds and possibly even funding to help with post-bombardment reconstruction, forced Washington to drop any talk of regime change, and avoided collapsing into a failed state. It’s hard to see what the American escapade has achieved, beyond killing a very old man.

The Strait of Hormuz will reopen for the duration of the 60-day period in which the sides move on to the hardest subjects to do with thwarting an Iranian nuclear weapon. There doesn’t appear to be anything to stop Iran from charging a toll for the use of the Strait (which it will control with Oman) once the 60 days have elapsed.

The longer-term consequences could be profound. Tina Fordham of Fordham Global Foresight pointed out that the game theory of the situation had changed, because the US has now revealed that it’s not prepared to resort to risking American lives:

Perhaps the gravest consequence of the terms agreed is the inevitable conclusion that the US will be unwilling to back up the deal with a credible threat of force, a crucial element of diplomacy. Tehran understands that the US will not want to resume hostilities ahead of November midterms.
