Hamstress has same issues with Greek passport pics, they are so prescriptive:

Greek passport photos must measure 40 mm x 60 mm in physical size, or be supplied digitally via the Hellenic Police myPhoto portal for applications submitted within Greece.

Physical & Digital Dimensions

• Printed Size: 40 mm wide by 60 mm high (without a frame).
• Face Length: 31 mm to 35 mm (from the chin to the top of the head).
• Face Width: 20 mm to 25 mm (from ear to ear).
• Eye Distance: 30 mm to 39 mm from the bottom edge of the photo.
• Head-to-Photo Ratio: The head should occupy 50% to 60% of the image shoulders to the top of the hair should cover 70% to 75%.
• Digital Specifications: For online or digital submission (myPhoto), resolution should be high (at least 1200+ dpi for prints, or 944 x 1417 pixels / 1280 x 1600 pixels depending on the portal).
• Age of Photo: Must be recent and taken within the last 6 months.

Appearance & Pose

• Expression: Neutral expression with a closed mouth and no smiling.
• Gaze: Look straight ahead directly into the camera lens head rotation must be under ±5 degrees.
• Eyes: Open clearly (not wide open) iris and pupils must be clearly visible.
• Glasses: Glasses are generally discouraged if worn, frames must not obscure the eyes, and tinted lenses, sunglasses, or reflections/glare are strictly prohibited.
• Head Coverings: Not allowed, except for documented religious reasons (provided the face remains completely visible from the jaw to the forehead and ear-to-ear).
• Hair: Must not cover the eyes, eyebrows, or face.

Background & Lighting

• Background: Plain, uniform light-colored background (preferably gray or light white/off-white) with no patterns, shadows, or objects.
• Lighting: Even lighting across the face with no harsh shadows or light reflections/sheens.
• Print Quality (if physical): Printed on high-quality white matte photographic paper inkjet, laser, or pixelated/dotted printouts are rejected
