Senior official quit over UAE deal in Burnham’s Manchester
Council paid £35m for run-down retail park – millions more than rival bidder offered – with plans to reserve land for Abu Dhabi

Andy Burnham is facing questions over a Manchester land deal for the UAE that led a senior council official to quit in protest.

The official was allegedly instructed to write a report recommending that Manchester city council buy a dilapidated property for more than he thought it was worth.

A confidential document obtained by The Telegraph shows that the council intended to reserve the land for Abu Dhabi so that it could be used in a future development.

Mr Burnham was mayor of Manchester at the time and has repeatedly praised the UAE for investment that helped to transform parts of the city.

The official who quit was a director of Manchester city council, which was responsible for the deal, rather than Mr Burnham’s Greater Manchester Combined Authority (GMCA).

The revelation, however, will raise questions over whether the Prime Minister applied sufficient scrutiny to UAE deals when he was in charge of the city region.

Last week, Mr Burnham became embroiled in a row over Abu Dhabi-owned Manchester City Football Club after they were found guilty of financial irregularities by the Premier League.

The Prime Minister initially said he would be “really concerned” if the owners decided to sell Manchester City – before being forced into a climbdown, with Downing Street insisting that no club was above the rules.
